Project goal: The purpose of the public investment project is the complete reconstruction and technical re-equipment of the local automated centralized notification system (MACS) of the Kamianets-Podilskyi urban territorial community. The implementation of the project is designed to ensure guaranteed, timely, automated and high-quality information to the population of the community (including the city of Kamianets-Podilskyi and all subordinate rural settlements) about the threat or occurrence of emergencies, military threats, air alarms, accidents or man-made disasters in accordance with the requirements of the current legislation of Ukraine and modern construction and technical standards (DBN V.2.5-56:2014, Resolution of the Cabinet of Ministers of Ukraine No. 733). To achieve the set goal, the following methods and measures will be used during the implementation of the project: 1. Construction and installation and electrical installation works: -Dismantling of outdated analog equipment and communication lines. -Installation of modern electronic sirens, powerful acoustic units and voice notification facilities at designated community infrastructure facilities. 2. Implementation of digital technologies and automation: -Construction of digital secure data transmission channels for communication between control points and terminal sirens. -Establishment of automated workstations (ARM) for operators with the ability to remotely diagnose, control and monitor equipment performance in real time. -Integration of the community's MASC with the territorial notification subsystem of the Khmelnytskyi region. 3. Ensuring energy independence and autonomy: -Equipping each notification node with uninterruptible power supplies (batteries), which will ensure the functioning of sirens and loudspeakers during long power outages or blackouts. 4. Expansion of the sound coverage area: - Placement of additional end-of-line notification devices in the starosta districts of the community to ensure 100% coverage of residential buildings, social facilities and places of mass gathering of people. 5. Ensuring quality control: - Engagement of specialists to carry out technical and author's supervision of the work at all stages of project implementation. Today, there is a significant gap between the actual state of the community notification system and modern security requirements: - Technological gap: The existing elements of the system are built mainly on outdated analog technologies of the 1970s–1980s. They are morally and physically worn out, do not have an automatic diagnostic function and often require manual start-up or the physical presence of personnel on duty. - Gap in autonomy: Existing equipment critically depends on centralized power supply and analog wired lines. In the event of emergency power outages or damage to cable networks, the system loses its operability. -Gap in coverage area: Due to the expansion of community boundaries during the administrative reform, "blind zones" have formed in remote rural settlements and new residential areas, where audible alarm signals are inaudible or absent altogether.
