Project goal: . In the Slavutyak territorial community, not all educational institutions have their own civil defense structures (shelters). The need to equip and build their own civil defense structures (shelters) directly in educational institutions of the Slavutyak community is due to a number of critical security, legal, economic and socio-pedagogical factors. According to the legislation of Ukraine and the requirements of the Ministry of Education and Science/State Emergency Service, the in-person educational process is allowed only if there is a shelter designed for students and staff of the institution. New state building codes clearly regulate the requirements for civil defense structures: the radius of walking accessibility, the presence of forced flange/filter ventilation, autonomous power sources, bathrooms and several evacuation exits. Most rented or adapted premises do not meet these requirements without major modernization. The regulatory time for children to take shelter during the “Air Alarm” signal is limited to several minutes. Moving to remote or rented premises during a real threat creates additional risks to the life and health of children in the open space. Systematic rental of third-party premises is a constant "passive" outflow of funds from the local budget without capitalization of community property. Investing in your own shelter creates a community asset that remains in communal ownership for decades. Chronic stress of children and teachers due to cramped conditions and poor ventilation in adapted premises. Parents are forced to adapt to the child's inflexible shift schedule, which limits their employment. Risk of outflow of families with children to other settlements with better educational infrastructure.
