There are 23 general secondary education institutions in the community, 14 institutions with inclusive education (51 inclusive classes) in which 67 students with SEN study. To master educational programs, in accordance with individual development programs, there is a need for auxiliary learning aids. The use of such aids by children with SEN will ensure equality of opportunities, increase the effectiveness of learning and contribute to the development of the personal potential of each child.

The goal is to create a recreational area in the community to provide meaningful recreation and leisure for residents, and to increase the tourist attractiveness of the area.
A number of new interesting projects have already been launched in the area adjacent to the lake: they organized the cleaning of the city beach area on their own, equipped recreation areas there, arranged a sports ground, and installed exercise equipment. Beach volleyball competitions, law enforcement competitions, and free aerobics classes were held in this sports area. Also, open-air film screenings were launched on the beach. A pier-pantone was built, and a restroom was modernized.
It is planned to improve the leisure and health of community residents, attract tourist flows. It is planned to:
- install a stationary stage, install benches, which will allow holding festivals, cover nights, concerts, film screenings, performances by art school graduates, and listen to live music;
- restore the "Health Trail" for jogging, scooter and bicycle rides;
- equip an observation deck on the slopes of the park above the beach;
- increase the number of playground elements;
- purchase pallet seats for convenient outdoor movie viewing;
- reconstruct the water supply

The goal is to create a multifunctional sports ground to improve physical health, engage the youth of the community in meaningful recreation and leisure activities
The existing sports ground is located in the courtyards of apartment buildings in the Podillya microdistrict in Volochysk. Due to long-term use, it is currently in an unusable condition.
During the reconstruction, it is planned to replace the sports equipment with the following: mini-football goals, universal posts, a 50-seat stand and install a covering: artificial grass 40mm, FEM slabs 60mm.
The reconstruction will have a positive impact on the comfort of recreation, sports development of residents of the Podillya microdistrict and the city of Volochysk in general, since young people from surrounding buildings also exercise at this location.

The current urban planning documentation needs to be updated and brought into line with modern requirements of urban planning legislation. The formation of the concept of integrated development of the territory of the Khmelnytskyi urban territorial community will be carried out in order to determine long-term, interdisciplinary, spatial and socio-economic priorities for the development of the community territory as initial data for the development of urban planning documentation at the local level and in order to ensure the effective implementation of the development of a comprehensive spatial development plan for the territory of the Khmelnytskyi urban territorial community.

The need for intensive care beds is growing from year to year. The institution has the resources (labor and equipment) to open a VAIT department with up to 16 beds. Thus, 480 patients were treated in the intensive care unit of the institution in 2023, 521 in 2024, and 540 in 2025. The VAIT houses the most seriously ill patients with severe infectious diseases from the entire Khmelnytskyi region. KP "KHIL" sets itself the goal of creating a modern, safe, energy-efficient and comfortable space for patients and medical staff that meets modern standards, improves the quality of emergency care, and reduces the institution's operating costs by restoring/replacing engineering networks (plumbing, power supply, heat supply, ventilation, lighting) and improving energy efficiency. This provides better conditions for the treatment of critical conditions of patients and the work of medical staff. Modernization of the department will provide conditions that will improve the quality of use of modern medical equipment.

Creating conditions that meet all modern medical standards and sanitary regulations to minimize risks for mother and child

includes insulation of the basement of the building, insulation of the facade, as well as insulation of the roof covering and replacement of the roof covering, which provide for ensuring the regulatory values of the thermal performance of the wall structure, protecting it from environmental influences, ensuring the regulatory microclimate of the premises adjacent to this external wall, while giving the facade an attractive aesthetic appearance. The project for the overhaul of the preschool educational institution will be carried out taking into account the specifics of the existing enclosing structures, architectural features of the building and climatic conditions of the area. The project's goal is to improve the quality of medical care for trauma patients. This will ensure timely treatment, effective rehabilitation, shorten recovery times, and reduce the level of disability among the community. The goal is planned to be achieved through the implementation of a complex of engineering, construction, organizational, and management measures. In particular, it is planned to carry out a major overhaul of part of the premises of the trauma department and trauma center, carry out partial redevelopment, and update the engineering networks of electricity, heating, water supply, and ventilation. The project will provide barrier-free access for people with limited mobility, expand doorways, install new floors, and perform interior finishing work in accordance with modern sanitary and hygienic standards.
In parallel with the technical upgrade, it is planned to improve the working conditions of medical personnel, increase the efficiency of using hospital resources, and create the prerequisites for further equipping with modern medical equipment. Today, the technical condition of the premises is unsatisfactory: the engineering networks are worn out, the planning is outdated, proper conditions for low-mobility groups are not provided, the premises do not meet modern sanitary and construction requirements. Updated engineering networks, ensuring barrier-free access, comfortable conditions for patients and staff will allow to improve the quality of the treatment process, reduce the duration of hospitalization, reduce the level of complications and increase the overall level of satisfaction with medical services.

The goal of the project is to automate the notification functions of the existing automated centralized notification system and re-equip it with modern software and hardware using the latest information technologies and electronic communications technologies.

Providing community general secondary education institutions with teaching aids and equipment within the framework of the implementation of the "New Ukrainian School" reform

The "New Ukrainian School" project aims to create an educational environment that meets modern requirements, promotes the development of the student's personality and prepares him for the challenges of the modern world. This is an important step in reforming the education system of Ukraine and increasing its competitiveness at the international level.
Ways to achieve: 1. Improving the educational process. The introduction of new technologies (interactive boards, computers, projectors) promotes interactive learning. Multimedia resources are access to electronic textbooks, online courses and other educational materials, which improves the quality of education. 2. Comfortable learning conditions. Renovation of classrooms, corridors, bathrooms - provides comfortable conditions for learning and staying of students in community educational institutions. A safe environment is the implementation of security systems (video surveillance), which ensures the safety of students and teachers. 3. Inclusive education. Updating the material and technical base includes creating a barrier-free environment and providing special learning aids for students with special needs.
