The purpose of the PIP is to create and develop a social rental housing fund of the Slavutysk urban territorial community to expand the opportunities for providing housing to vulnerable categories of the population, citizens who are on the housing register, and internally displaced persons in need of housing. The goal is to achieve this by creating additional units of modern, safe, energy-efficient and affordable housing, in particular by reconstructing and adapting existing real estate objects of the community, and in the future - by implementing other components that will correspond to the direction of "Creation and development of social rental housing". The expected strategic result of the PIP implementation is the formation of a sustainable municipal housing resource in the community, which does not cease to exist after satisfying the needs of one household, but can be used to provide social rental housing to various categories of citizens in accordance with the conditions established by law. The first practical result of the PIP implementation will be the creation of 36 apartments within the framework of the reconstruction of the building on the street. B. Khmelnytskyi, 156. Further expansion of the fund will be carried out through the formation and implementation of the following components of the PIP depending on the needs of the community, available facilities, financial capabilities, and available state and international support programs.

The aim of the project is to modernize the ASC building to create a modern, energy-efficient and comfortable service space through comprehensive thermal modernization of the external contour of the building. The implementation of the project will eliminate excessive heat loss, ensure a stable temperature regime, proper conditions for the operation of digital equipment, and improve the quality and continuity of administrative services for over 15,500 visitors each year.

Expanding the services of existing infrastructure and creating infrastructure with new services

The project's goal is to increase the digital resilience and technological capacity of public sector institutions of the Slavutysk urban territorial community through a phased modernization of their IT infrastructure in 2027–2029. The project aims to ensure the reliable operation of digital services, information systems, and electronic resources used in the provision of administrative, educational, and medical services. The goal is expected to be achieved through the implementation of three interrelated components. In 2027, it is planned to modernize the IT infrastructure of the ASC building, which will include the modernization of the local computer network, the replacement of 18 personal computers, and the upgrade of network equipment. In 2028, it is planned to modernize the IT infrastructure of healthcare institutions by replacing outdated personal computers necessary for the operation of medical information systems and other digital services. In 2029, a similar update is planned in educational institutions by replacing outdated personal computers used in educational and administrative processes. The need for the project is due to the existing gap between the current level of provision of the community with modern digital infrastructure and the specified target level. According to the Medium-Term Plan of Priority Public Investments of the Slavutysk Urban Territorial Community for 2027–2029, the baseline value of the indicator "Level of provision of the community with modern digital infrastructure" is 37%, while the target value for 2029 is set at 70%. Thus, the existing gap is 33 percentage points. The plan provides for a gradual increase in the indicator to 41% in 2027, 49% in 2028 and 70% in 2029.

The goal of the project is to ensure proper and safe conditions for patients and medical staff of the Slavutska ML Hospital by conducting a comprehensive thermal modernization of buildings, which will reduce heat energy consumption by 45%, improve the temperature regime in the hospital departments to the regulatory +18...+20°C, and annually save more than 1,200 thousand UAH of budget funds for paying for energy carriers.

The goal of the project is to develop and modernize the sports infrastructure of the Slavutysk urban territorial community by creating and developing a network of modern, accessible and safe sports facilities and grounds for practicing various sports, conducting training, competitions and active leisure. The goal is to be achieved through the construction of new, reconstruction and modernization of existing sports facilities, the arrangement of modern sports surfaces, the arrangement of drainage systems, landscaping of territories, as well as the creation of conditions for the safe and accessible use of sports infrastructure. The existing gap between the current and target levels is due to the insufficient level of provision of the community with modern sports infrastructure that meets the requirements of accessibility and safety.

Creation of a unified electronic document management system of the Slavutysk urban territorial community to digitalize management processes, transition to paperless interaction, and ensure effective and secure exchange of documents between local government bodies and budget institutions of the community.

Increasing the level of security of residents, protecting municipal property, and strengthening control over the territory of the Slavutysk urban territorial community through the phased development and modernization of a modern video surveillance system (covering the Sonyachny microdistrict, parks, squares and squares, and the ZBV microdistrict) with an increase in the territory security indicator from 40% to 70%.

The goal of the project is to create a modern educational space in accordance with the principles of the "New Ukrainian School" reform, by carrying out repairs, updating the material and technical base and equipping science classrooms (laboratories) to ensure a high-quality, practice-oriented educational process. The project is aimed at improving the conditions for students' learning, expanding their access to modern laboratory equipment and creating an environment that will promote the development of research skills, critical thinking and interest in natural sciences. The relevance of the project is due to the fact that the existing classrooms have a significant degree of wear and tear, and the material and technical support is insufficient for conducting full-fledged laboratory and practical work. This condition complicates the organization of the educational process in accordance with modern educational standards, which provide for the active use of experimental activities, modern equipment and interactive teaching methods. The goal is planned to be achieved through the implementation of a set of measures aimed at modernizing the educational environment. First of all, it is planned to carry out repair work in the premises of the science classrooms. An important component of the project is the purchase and installation of modern educational and laboratory equipment. As a result of the project, it is expected to create a modern educational space that will meet the requirements of the New Ukrainian School. The updated classrooms and laboratories will provide students with access to modern equipment, contribute to improving the quality of education, the formation of practical skills, the development of scientific thinking and interest in studying natural sciences. The project provides for a three-year phased implementation in 2027–2029 with the modernization of 5 classrooms (laboratories) each year. In general, within the framework of the PIP, it is planned to: modernize 15 classrooms (laboratories); cover 6 general secondary education institutions; create a modern educational environment for students of the natural science education sector; update the material and technical base in physics, chemistry and biology; provide laboratory rooms with modern educational equipment; provide digital learning tools; update furniture and workplaces for students and teachers; create conditions for practical, laboratory, research and project activities.

The goal of the project is to increase social support for war veterans and their family members, family members of deceased Defenders of Ukraine, prisoners of war, and missing persons by creating a veteran space where modern inclusive conditions will be created to provide a comprehensive range of professional legal, psychological, social, and other services to 3,000 war veterans and their family members.

The goal of the project is to create a modern, safe, and multifunctional cultural and educational space for the community through a comprehensive overhaul of the cinema building, the roof of the art school, and the equipment of the auditorium of the city center for cultural and artistic initiatives, which will improve children's learning conditions, preserve the infrastructure of institutions, and expand the population's access to cultural and artistic services.

Acquisition and equipment of social housing for temporary (up to 3 years) residence of orphans and children deprived of parental care; social support of such families in order to prevent the family from falling into difficult life circumstances. Acquisition of housing will help to eliminate the problem of providing housing after graduation from an educational institution and will facilitate adaptation to new realities of life.
