Modernization and development of the heat supply system of the Slavutysk urban territorial community

The public investment project is aimed at the comprehensive modernization and development of the heat supply system of the Slavutysk urban territorial community in order to increase its reliability, energy efficiency, sustainability and quality of service provision to consumers. The project provides for a phased renewal of the community's heat-generating and heat network infrastructure facilities in accordance with their technical condition, priority and needs of the heat supply system. The measures may include reconstruction and modernization of existing boiler houses, replacement of outdated boiler and auxiliary equipment, installation of modern modular boiler houses, modernization of automation, metering and control systems, as well as the implementation of other technical solutions aimed at increasing the efficiency of heat energy production. A separate direction of the project is the modernization of heat networks, in particular, the phased replacement of physically worn sections of pipelines with modern pre-insulated pipelines, reduction of technological losses of heat energy during its transportation and increasing the reliability of heat supply to consumers. The project also provides for the possibility of conducting energy and technical surveys of facilities and technological processes, analyzing the actual consumption of energy resources, identifying the main sources of losses and preparing technically and economically justified measures for further modernization of the system. The implementation of the PIP will be carried out in stages by implementing individual interconnected components at the community's heat supply facilities. The list of measures may be specified and supplemented in accordance with the results of technical surveys, design decisions, identified priorities and available sources of financing. The expected results of the project implementation are increasing the reliability and continuity of heat supply, reducing technological losses and specific energy consumption, reducing operating costs, improving the technical condition of heat supply facilities and forming a more energy-efficient and sustainable system for providing community consumers with heat energy.

Creating a modern educational environment and updating laboratories, workshops, classrooms, and other educational infrastructure.

The goal of the project is to create a modern, functional and technologically equipped educational environment in educational institutions of the Slavutysk urban territorial community by updating laboratories, science and mathematics classrooms and other educational infrastructure. The project is aimed at improving the quality and practical orientation of the educational process, providing students with modern teaching aids, expanding opportunities for laboratory, research, STEM, digital and practical activities. At the current stage, the material and technical base of individual educational institutions needs to be updated. Some of the educational equipment, furniture and technical means are physically and morally outdated, and the existing equipment does not fully meet modern requirements for organizing the educational process. This limits the possibilities of conducting practical and laboratory classes, using modern educational technologies, and forming students' research and technological competencies. The lack of sufficient and modern equipment also creates a gap between the needs of modern education and the actual capabilities of educational spaces. The gap between the current and target state is the inconsistency of part of the existing material and technical base with modern educational needs. The target level is to provide classrooms, laboratories and workshops with modern equipment, furniture, digital and multimedia tools necessary for a high-quality and practically oriented educational process. The goal is to achieve this by carrying out a comprehensive renovation and re-equipment of priority educational spaces. In particular, it is planned to purchase modern laboratory and educational equipment, equip workshops, update educational furniture, provide computer, digital and multimedia equipment, as well as perform the necessary work on the delivery, installation and configuration of equipment. During the implementation of the project, an analysis of the actual state of the material and technical base will be conducted and the priority needs of each educational institution will be determined, a list of necessary equipment will be formed in accordance with educational programs and the number of students, the equipment will be purchased, installed and put into operation. It is also planned to organize the proper use and maintenance of the purchased equipment. As a result of the project, it is expected to create modern learning spaces, expand opportunities for practical and research training, increase the availability of modern educational resources for students, improve the working conditions of teaching staff, and increase the efficiency of the educational process. Thus, the project will ensure the gradual elimination of the existing gap between the actual state of the educational infrastructure and modern requirements for the quality and organization of education.

Modernization and restoration of the bridge infrastructure of the Slavutysk urban territorial community

Goal: Ensuring the safe, stable and safe functioning of the transport infrastructure of the Slavuta urban territorial community, restoring the reliability of transport connections and creating safe conditions for the movement of transport and pedestrians. Methods of achievement: The goal is achieved by carrying out major repairs and reconstructions of the community's bridge facilities (in particular, the reconstruction of the emergency bridge crossing over the Bohushivka River on Ostrozka Street in Slavuta), restoring the bearing capacity of structures, installing new road surfaces, safety fences, sidewalks and related infrastructure. The existing gap between the current state and the target level: is reflected in the non-compliance of the current level of safety and technical condition of structures with regulatory requirements. Currently, the baseline indicator of restoration and modernization is 87% (incompleteness and emergency condition of components). The target value of the indicator is 100%, which implies the complete elimination of accidents, the regulatory restoration of load-bearing capacity, and the bringing of bridge facilities to the regulatory target level.

Creating a safe educational environment by providing educational institutions with civil defense facilities

. In the Slavutyak territorial community, not all educational institutions have their own civil defense structures (shelters). The need to equip and build their own civil defense structures (shelters) directly in educational institutions of the Slavutyak community is due to a number of critical security, legal, economic and socio-pedagogical factors. According to the legislation of Ukraine and the requirements of the Ministry of Education and Science/State Emergency Service, the in-person educational process is allowed only if there is a shelter designed for students and staff of the institution. New state building codes clearly regulate the requirements for civil defense structures: the radius of walking accessibility, the presence of forced flange/filter ventilation, autonomous power sources, bathrooms and several evacuation exits. Most rented or adapted premises do not meet these requirements without major modernization. The regulatory time for children to take shelter during the “Air Alarm” signal is limited to several minutes. Moving to remote or rented premises during a real threat creates additional risks to the life and health of children in the open space. Systematic rental of third-party premises is a constant "passive" outflow of funds from the local budget without capitalization of community property. Investing in your own shelter creates a community asset that remains in communal ownership for decades. Chronic stress of children and teachers due to cramped conditions and poor ventilation in adapted premises. Parents are forced to adapt to the child's inflexible shift schedule, which limits their employment. Risk of outflow of families with children to other settlements with better educational infrastructure.

Development and modernization of Olympic sports infrastructure

The goal of the project is to create a modern, safe and functional infrastructure for the development of Olympic sports, ensuring proper conditions for the educational and training process, training athletes and holding regional and all-Ukrainian sports competitions in the Slavutysk urban territorial community. The goal is to be achieved through comprehensive development and modernization of the sports infrastructure of the Youth Sports School, in particular, reconstruction of existing sports facilities, renovation of sports surfaces, arrangement of necessary sports grounds and sectors, improvement of engineering infrastructure, creation of proper sanitary and household and auxiliary conditions, as well as implementation of other interrelated measures determined by the components of the PIP. The existing gap between the current state and the target level lies in the inconsistency of the existing material and technical base with modern requirements for sports infrastructure and the needs of the educational and training process. The current state of the sports core of the Youth Sports School does not provide proper conditions for the full training of athletes and the holding of a significant part of sports competitions, and some elements of the infrastructure require reconstruction and technological renewal. The project should ensure the transition from a physically and functionally outdated sports infrastructure to a modern material and technical base capable of meeting the needs of the community in the development of Olympic sports and the training of athletes.
