Vsevolod Chentsov outlined to EU Member States Ukraine’s progress in implementing reforms on the path to membership

28 September 2026

On Tuesday, 22 September 2026, Vsevolod Chentsov, Ukraine’s Deputy Prime Minister for European and Euro-Atlantic Integration, met in Brussels with representatives of the EU Council’s Working Party on Enlargement (COELA).

The Deputy Prime Minister outlined the current status of Ukraine’s fulfilment of its commitments within the framework of the negotiations on accession to the European Union, in particular with regard to legislative work, reforms in the field of the rule of law, and the fulfilment of commitments concerning the protection of the rights of national minorities.

“We are moving on to the stage of implementing a wide range of commitments: every priority of the negotiation process at this stage must be translated into specific legislative and government decisions. To this end, we are strengthening coordination between the Government and Parliament and continuing to work closely with the European Commission and the Member States,” said Vsevolod Chentsov.

As of 15 September, 114 draft laws on European integration were at various stages of consideration in the Verkhovna Rada. The Government and Parliament are introducing a more systematic approach to working on these, including the joint identification of legislative priorities, regular coordination and planning in line with the National Programme for the Adaptation of Ukrainian Legislation to EU Law.

During the meeting, particular attention was paid to the implementation of reforms in the area of the rule of law. Ukraine is working on priority tasks covering, in particular, criminal justice, the independence and capacity of anti-corruption bodies, reform of the public prosecution service, the selection of judges, the integrity of the judicial system, and anti-corruption policy.

Ukraine is also continuing to work, in close cooperation with the European Commission, on meeting the interim benchmarks within the framework of the negotiation process. This involves the systematic coordination of reforms, monitoring their implementation and the timely resolution of issues requiring further attention.

The Deputy Prime Minister also briefed representatives of the Member States on Ukraine’s fulfilment of its obligations regarding the protection of the rights of national minorities. The Government has updated the relevant Action Plan, and the agreed steps provide for the implementation of measures in the field of education by the end of 2026 and in the areas of language and political rights in 2027. Work is being carried out in consultation with representatives of national minorities, the European Commission and Member States.
