New construction of a children's and youth creativity center with a protective structure of civil defense and anti-radiation shelter for the Satniv Lyceum, a key educational institution of the Satanivka Village Council
The goal of the project is to create a safe educational cluster in the Satanivska community by building a Center for Creativity, which combines a modern space for youth development with a radiation shelter (RS) to ensure continuous full-time education. The methods of achievement include the use of capital reinforced concrete construction technologies with hermetic protection systems, the implementation of the principles of inclusiveness (barrier-free) and the arrangement of multifunctional transformer rooms. The justification for the gap is based on the inconsistency of the current civil infrastructure with safety requirements: currently, due to the shortage of protective structures, the lyceum is operating in a limited mode, which causes educational losses and population outflow. The target level provides for the complete elimination of this gap, ensuring 100% protection of participants in the educational process and creating conditions for extracurricular education, which are currently lacking in the community.

New construction of a street from Stepana Bandera Street to Zakhidno-Okruzhnaya Street in Khmelnytskyi
In order to develop the engineering and transport infrastructure of Khmelnytskyi and in connection with the intensive development of the Zarechye microdistrict of Khmelnytskyi and the increase in traffic flow, the detailed design provides for the construction of a new street from Stepana Bandera Street to Zakhidno-Okruzhnaya Street.
The designed street will connect Stepana Bendera Street with Zakhidno-Okruzhnaya Street, which will allow road users to shorten the route from the central district of the city to the western ring road of Khmelnytskyi, which will reduce travel time and reduce the amount of harmful emissions into the city's atmosphere.
The designed street, according to the urban planning conditions and restrictions on the development of land plot No. 18 dated January 28, 2021, is planned as a main street and is classified as a street of district significance with two traffic lanes of 3.0 m each, a bicycle path 3.0 m wide, and two pedestrian paths 2.25 m wide. On the right, the carriageway is separated from the pedestrian path by a green zone, 3.0 m wide. On the left, the carriageway is separated from the bicycle path by a green zone, 3.0 m wide.

"Major repairs to the building of kindergarten No. 5 on Geroiv Chornobyltsiv St., 2, Starokostyantyniv, Khmelnytskyi region."
The institution has a high rating in the community, thanks to the high-quality preparation of children for school. The talented and creative teaching staff is constantly improving their skills and creating comfortable conditions for children to study and stay in the institution.
In conditions of martial law, the institution has a large shelter, therefore it urgently needs insulation and heat conservation, as the institution is visited by a larger number of children of military personnel.
Today, for professional activities, the institution needs to repair and ensure the energy efficiency of the building, which must meet modern requirements and maintain the temperature regime for the safe stay of pupils.
This project was developed in accordance with the regional development strategy of the Khmelnytskyi region.
The project has a socio-economic focus. The social effect will be achieved by bringing the condition of the kindergarten building to the appropriate sanitary and hygienic requirements and increasing the level of comfort for children in the preschool educational institution. The economic effect is expected from the implementation of energy efficiency measures and, as a result, the effective use of budget funds to pay for energy carriers and save money on current repairs.

Construction of a block-modular heat generator on solid fuel for heating Dunayevets preschool educational institution No. 2 "Prolisok" of Dunayevets city council at the address: Mystetska st., 22, Dunayevets, Dunayevets territorial community, Kamianets-Podilskyi district, Khmelnytskyi region
To ensure stable, safe and energy-efficient heating of the premises of Dunayevets preschool educational institution No. 2 "Prolisok" by creating an autonomous modern heat supply system based on a block-modular heat generator on solid fuel.
Ways to achieve the goal:
1. Construction of a block-modular heat generator with equipment for working on solid fuel;
2. Connection of new equipment to the heating system of the institution and integration with the existing engineering infrastructure;
3. Purchase and installation of modern boiler equipment with temperature and safety control systems;
4. Establishment of operational and technical support, including training of personnel for the effective and safe use of the heat generator.
The existing heat supply system is outdated and insufficiently efficient, which leads to unstable heat supply, high energy costs and uncomfortable conditions for children. The current state does not allow for the reliability and energy efficiency of heating, which creates a gap between actual conditions and the target level, which provides for stable, safe, and economically viable heat supply.
Unhindered access to quality education - school buses
In many rural, remote, and inaccessible areas of Ukraine, students are unable to safely and timely travel to secondary education institutions due to the lack or insufficiency of school transportation. This results in limited access to quality education, inequality in educational opportunities, and increased risks to children’s health and lives due to the use of unreliable or unsafe means of transportation. The scale of the problem covers hundreds of settlements where schooling is difficult due to transportation barriers, which negatively affects the level of educational coverage and the quality of the educational process.
Arrangement of safe conditions in institutions providing general secondary education (fire protection)
Creating an appropriate level of fire safety in secondary education institutions by ensuring timely detection of fires, notification and safe evacuation of people and bringing objects into compliance with the requirements of current legislation.
Methods of achieving the goal
• inspection of buildings and determining the needs for fire prevention measures;
• installation (modernization) of fire alarm, notification and evacuation management systems;
• performance of fire-resistant finishing of structures, arrangement of evacuation routes and primary fire extinguishing means;
• bringing the electrical industry into compliance with fire safety standards;
• training of personnel and organization of technical maintenance of systems.
Justification of the gap between the current and target state
The current state of individual institutions is characterized by the absence or deterioration of fire protection systems and non-compliance with regulatory requirements, which creates risks for the safety of participants in the educational process. The target state assumes the presence of serviceable certified systems and compliance with fire safety requirements. The implementation of the project will help close this gap and ensure safe learning conditions.
