The Cabinet of Ministers of Ukraine has approved Ukraine’s new Export Strategy for the period up to 2030
The country is updating its approach to export development in the context of post-war recovery and European integration
Today, the Cabinet of Ministers of Ukraine approved Ukraine’s new Export Strategy for the period up to 2030. The document sets out the key directions for the development of Ukrainian exports in the context of the war, post-war recovery and deepening European integration.
The strategy sets out three strategic objectives:
- Increasing the production of export-ready goods, improving the structure of exports and raising their average price.
- Creating favourable conditions for export activities.
- Strengthening state capacities, institutions and instruments for export development.
To achieve these objectives, the document provides for the development of the production of medium- and high-tech goods, support for the processing industry, the stimulation of investment in export-oriented production, the removal of tariff and non-tariff barriers, the development of export financing, the strengthening of Ukraine’s trade and economic representation abroad, the improvement of information and advisory support, the digitalisation of export services, and the promotion of Ukrainian goods and services in foreign markets.
Particular attention is paid to the development of state instruments to support exports.
Key indicators for achieving the 2030 targets:
📌reducing the share of raw materials and low-value-added products in total exports to 59 per cent (87.3 per cent in the first nine months of 2025);
📌increasing the ratio of exports of goods and services to GDP to 33 per cent (2024 level: 29.4 per cent);
📌increasing the share of service exports in total exports of goods and services to 25 per cent (18 per cent in the first nine months of 2025);
📌increasing the total volume of exports of goods and services to US$85 billion (US$48 billion in 2025).
⚡️It is expected that the implementation of the Strategy will help to strengthen Ukraine’s production and export potential, expand the presence of Ukrainian goods and services in foreign markets, increase the share of value-added products, and develop a modern system of state support for exports.
