Ukraine's Regional Development Strategy
The Government has approved the Strategy drawn up by the Ministry of Community and Territorial Development.
This is an important document that sets out the key objectives and tasks regarding the development of border infrastructure. The ultimate aim is to ensure sufficient border capacity, the elimination of queues, and comfortable conditions for both those crossing the border and those working at border crossing points.
“Today, the land border is one of the key elements of Ukraine’s economic stability. The suspension of air services and the destruction of port infrastructure have placed a significant strain on border crossing points, which were not previously equipped to handle such volumes. Therefore, to adapt Ukraine’s border to the needs of transport and passenger flows, we have developed a clear Strategy with a detailed operational plan for the development of border infrastructure.
In addition to increasing throughput capacity and developing infrastructure, we are also focusing on the digitalisation of the border-crossing process, the introduction of joint controls with neighbouring countries, and the expansion of the network of service areas. These are the main objectives of the approved document, which we are already working on and will continue to work on. “It is important to note that the approval of the Strategy is one of the indicators of the Ukraine Facility Plan, which we have successfully fulfilled within the specified timeframe,” emphasised Oleksii Kuleba, Deputy Prime Minister for the Recovery of Ukraine and Minister for Community and Territorial Development.
The Strategy provides for the reconstruction of 29 border crossing points and the construction of 17 new border crossing points, including on temporary infrastructure.
Another strategic objective is the signing of joint control agreements with neighbouring countries – Poland, Slovakia, Hungary and Romania – and, accordingly, the introduction of the relevant type of control at border crossing points.
To reduce queues and waiting times, the plan envisages further improvements to the e-Queue system and the introduction of mechanisms to forecast peaks in freight and passenger flows, enabling a rapid response and the redirection of vehicles.
The Operational Plan accompanying the Strategy includes detailed measures for the development of border crossing points and access roads, with deadlines for task completion, funding requirements and sources of the necessary funding.
