The Government approved the National Program for the Adaptation of Ukrainian Legislation to EU Law

24 September 2026

The National Programme is a list of everything Ukraine must do to join the European Union. It is based on the screening reports and benchmarks set out for us by the EU.

The programme is structured in line with the negotiation clusters and chapters and contains a comprehensive list of EU legal acts that have not yet been transposed into Ukrainian law and for which there are relevant recommendations from the European Commission.

The programme (which is our homework) together with the benchmarks (which are the EU’s requirements) is the most complex and important part of the negotiation process.

‘The adoption of the National Programme marks a transition to a new stage in the negotiations on accession to the European Union and the subsequent systematic implementation of the EU acquis (EU law). We now have a unified, systematic plan for the adaptation of legislation, covering all areas and clearly defining priorities, deadlines and tasks. This is the programme for the successful conclusion of negotiations with the EU,” emphasised Taras Kachka.

The document contains around 1,850 tasks, which involve the implementation of over 1,600 pieces of European Union legislation.

The programme specifies which pieces of EU legislation are to be implemented, sets clear deadlines for their completion and identifies the responsible parties.

Implementation of the programme and the Roadmaps on the rule of law, public administration reform and the functioning of democratic institutions will mean that Ukraine can request the EU to close negotiations on the relevant chapters.

Ukraine’s aim is to fully complete the alignment of national legislation with EU law by 2027, taking into account any transitional periods.
