New construction of a local automated centralized alert system in the Chemerovets territorial community

The purpose of the public investment project is to create a modern local automated centralized notification system (MACS) in the Chemerovets territorial community, which will ensure the timely delivery of notification signals and emergency information to management bodies, emergency services, enterprises, institutions, organizations and the population of the community in the event of the occurrence or threat of emergencies of a technogenic, natural or military nature.

Achieving the goal will contribute to:

increasing the level of safety of life and health of the population;

reducing the response time to emergencies;

increasing the efficiency of management decisions of local self-government bodies;

ensuring compliance with the requirements of the Civil Protection Code of Ukraine and state policy in the field of civil protection.

Methods of achieving the goal

Achieving the goal will be ensured by implementing a set of organizational and technical measures, namely:

Design and construction of an alert system, which will include:

creation of a central system control point based on a local government body or a community security center;

installation of a network of electric sirens, loudspeakers, and voice notification devices in the settlements of the community;

implementation of a software and hardware complex of automated control for triggering signals and transmitting messages in various modes;

organization of backup power and stable communication channels (Internet, GSM, radio channel);

integration with the regional centralized alert system.

Training personnel in using the system, developing instructions and response algorithms.

Carrying out commissioning, testing, and putting the system into operation, as well as its subsequent maintenance.

Justification of the existing gap between the current state and the target level

As of today, the Chemerovets territorial community does not have a full-fledged local centralized alert system. Informing the population about emergencies is carried out selectively - via telephone, mass media or social networks, which does not guarantee prompt coverage of the entire population.

The target level involves the creation of an integrated automated system capable of providing instant (up to 1 minute) delivery of signals and messages to all settlements of the community.

The goal of the project is to ensure uninterrupted, reliable and environmentally friendly electricity supply to the KNP "Horodok City Multidisciplinary Hospital" by building a 150 kW solar power plant for the hospital's own needs.
The main objectives of the project are:
creating a backup alternative source of electricity for a critically important medical facility;
reducing dependence on centralized power sources, especially in conditions of energy risks, accidents or emergencies;
reducing the hospital's electricity costs;
reducing greenhouse gas emissions and increasing the energy efficiency of the community's healthcare system.
The goal is to be achieved through the implementation of a new construction of a photovoltaic power plant (PVS) on a land plot of 3.4153 hectares at the address: Horodok city, st. Shevchenko, 40.
The project involves the installation of 264 Longi 565 Wp photovoltaic modules and SUN-50K-SG01HP3-EU-BM4 hybrid inverters, providing an annual electricity generation of about 239.6 thousand kWh.
The generated energy will be fully used to meet the needs of the hospital with the possibility of connecting storage systems.
The implementation of the project will allow:
to ensure the hospital's energy independence;
to stabilize the operation of medical equipment even in the event of power outages;
to promote the community's transition to green energy and achieve sustainable development goals.
