The project is aimed at creating a full-fledged security infrastructure capable of providing the community with operational assistance in cases of fires, man-made accidents, emergencies and events that threaten people's lives and health.
The goal is to reduce response time, reduce the number of threats and material losses, as well as create conditions for coordinating all security services in one place.
Ways to achieve the goal
construction of a new Citizen Security Center in the central part of the village of Solobkivtsi;
creation and equipping of the local fire brigade (MPK) with modern equipment and special equipment;
arrangement of premises for a police inspector and a public safety coordination point;
arrangement of garage boxes for a fire engine and municipal equipment;
construction of a fire tank, external networks and engineering infrastructure;
creation of a system for notifying the population about emergencies;
ensuring the improvement of the territory for the convenience and safety of movement;
implementation of inclusive measures (parking spaces, accessible routes).
Justification of the gap between the current state and the target level
The Solobkovets community does not have its own fire and rescue unit, and the arrival time of existing services from neighboring communities often exceeds the standard 20 minutes. Fires, road accidents and man-made events are regularly recorded in the community, there is a high fire hazard due to forest areas and terrain.
The target result is:
ensuring the arrival time of rescuers to 10–20 minutes;
24-hour duty of trained personnel;
full functioning of the fire and rescue, police and utility units in a single location;
reduction of the number of emergency events and losses from them.

New construction of storm sewer networks in the Zarichia neighborhood in Khmelnytskyi
The purpose of the project "New construction of storm sewer networks in the Zarichia microdistrict in Khmelnytskyi" is to create a modern, effective and reliable drainage system for future residential and public spaces. Since the microdistrict is at the design stage, the lack of engineering infrastructure makes it impossible to further develop the territory and build residential, social and commercial facilities. The main task is to ensure comprehensive drainage of stormwater, prevent flooding and destruction of infrastructure, as well as create conditions for safe, environmentally friendly and effective management of water resources in the territory of the future microdistrict. The purpose of the project also includes ensuring that construction complies with modern norms and standards, providing for the possibility of connecting residential buildings, public facilities and green areas to the system, as well as creating prerequisites for the sustainable development of the microdistrict. The implementation of the project will not only solve engineering and environmental problems, but will also contribute to increasing the investment attractiveness of the territory.
Reconstruction of part of the main building of the DEPOT for 100 cars (lit. A-2, lit.) of the Khmelnytskyi municipal enterprise "Electrotrans"
The project's goal is to provide proper technical, engineering and operational conditions for servicing the enterprise's modern rolling stock by reconstructing part of the main building of the DEPOT and modernizing its internal infrastructure. This goal is expected to be achieved by updating physically and morally outdated premises, improving the technical condition of the building, replacing worn-out structural elements, modernizing engineering networks, installing modern equipment and creating safe and comfortable working conditions for personnel.
The current condition of production premises, engineering networks and equipment does not meet the requirements for servicing modern vehicles, which leads to an increase in the duration of repair operations, increased operating costs, limiting the efficiency of personnel work and reducing the service life of rolling stock. The target level provides for the building's compliance with technical standards necessary for high-quality and prompt repairs, reducing transport downtime, optimizing energy consumption and ensuring accessibility for all categories of users.
The existing gap between the current and target state consists of physical wear and tear of premises and networks, lack of modern ventilation, heating, electricity and water supply systems, insufficient level of equipment and non-compliance of working conditions with modern requirements. The implementation of the project will allow to eliminate this gap through comprehensive reconstruction, which will ensure the effective use of the updated infrastructure for the needs of the enterprise and improve the quality of transport services to the city's residents.
